Combo: Agent Dev Environment One-Shot Init

Scenario

Fresh machine/repo, goal: install the Agent dev environment from zero to "ready to work immediately": read code (skeleton), carry skills (skill packs), run sessions (terminal/orchestration), remember (cross-session memory). Today each of the 6 tools has its own install guide, but "what to install, in what order, which ones step on each other" has no packaged answer — this is requirement REQ-01 (help-desk volume 365d total 943, all trending up). This combo gives the full chain: environment skeleton (agent-framework) + skill packs (agent-skills / superpowers) + sessions and orchestration (herdr / ruflo) + memory (claude-mem), with write-surface conflicts and install order made explicit.

Precheck: node --version (>= 20) + python3 --version (>= 3.10) + command -v bun (claude-mem worker).
agent-framework (pip library form, no config directory/background process, least invasive, install first without affecting others).
agent-skills (skills directory writes; install first to avoid entanglement with later skill sets overwriting).
superpowers (use the Codex form ~/.codex/skills/superpowers; don't use the Claude plugin form — the ~/.claude write surface with ruflo is in a possible-conflict inferred state).
herdr (single binary, exclusive write surfaces ~/.config/herdr/ + ~/.local/state/herdr/, no shared surfaces).
ruflo (largest write surface: workspace .claude/ .claude-flow/ .agents/ .swarm/ .mcp.json CLAUDE.md + HOME ~/.claude/CLAUDE.md pointer; first install ~5 minutes + 1.6GB cache, put it late so downloads don't block verification of other members).
claude-mem (install last: registers ~/.claude.json + ~/.claude/plugins/ + ~/.claude-mem/, its installer backs up ~/.claude.json for recovery).
